来自狂犬病的威胁最为引人关注。近年来,我国狂犬病疫情一直呈上升趋势,该病死亡人数居我国传染病首位。犬害已经成为危害人民生命安全的一大隐患。犬伤人、扰民、污染环境、传播疾病等,造成了养犬与环境和公共秩序间的不和谐。如何根治犬害,为人们创造一个和谐、美好的生活环境已成为各地区、各部门亟待解决的重点问题。为此,特提出以下建议:
首先,统一管理。
(1)建议人大、政府适时修订相关的法律法规,在广泛征求各界人士意见的基础上,出台新的《宠物(犬类)管理办法》,同时号召媒体做一些相应的公益广告,以配合实施新《办法》。
(2)将现有管理犬类的相关部门分为政府部门、宠物协会以及兽医专业组织。三方面各司其职,又相互帮助和监督,以便于形成良好的市场规模和完善的法律体系。
(3)宠物犬的出生、取得、转让、遗失及死亡须及时到有关部门进行登记,相关部门应给予登记宠物犬的身份标识,最好是植入芯片,芯片应记录包含证明动物是否已注射过疫苗、是否接受过体检并且健康、是否不带任何疾病,以及辨别其身份的芯片号码和其饲主的联系方式。也可以给每只已注册的犬免费配发一套犬具,在颈牌上印上登记编码、犬主的联系方式、最后一次注射狂犬疫苗的时间以及犬具防伪标志。
其次,加强疾病的预防。
小狗生下后3个月须注射狂犬疫苗,6个月后再注射一次,以后每年按期注射,成年犬每年注射一次狂犬疫苗。
再次,规范养犬行为。
改过去的“高收费,轻管理”为“低收费,高处罚”,降低养犬费用,同时开设一个专款专用的存款卡(类似于驾驶员的磁卡),一旦发生宠物对环境、他人造成损害、伤害,有关部门可以扣除存款以惩戒饲主。政府须详细、严谨地审定管理条款以及惩罚额度,并将养犬管理的责任移交街道、社区、居委会,养犬费用专款专用。
同时,犬主在外遛狗时须随身携带小铲、手纸、塑料袋,宠物如在道路或其他公共场所便溺,主人应及时清除其粪便。对不及时清除者实施相应的处罚措施。犬主不得疏纵或牵系宠物在道路上奔走,妨碍交通。对因宠物妨碍交通者应实施相应的处罚措施。
总之,只有各部门齐抓共管,各方面通力合作才能有效遏制犬害,共建美好家园。

The Great Fire of London started in the very early hours of 2 September 1666. In four days it destroyed more than three-quarters of the old city, where most of the houses were wooden and close together. One hundred thousand people became homeless, but only a few lost their lives.

The fire started on Sunday morning in the house of the King's baker(面包师)in Pudding Lane, The baker, with his wife and family, was able to get out through a window in the roof. A strong wind blew the fire from the bakery(房)into a small hotel next door. Then it spread quickly into Thames Street. That was the beginning.

By eight o'clock three hundred houses were on fire. On Monday nearly a kilometer of the city was burning along the River Thames. Tuesday was the worst day. The fire destroyed many well-known buildings, old St Paul's and the Guildhall among them.

Samuel Pepys, the famous writer, wrote about the fire. People threw their things into the river. Many poor people stayed in their houses until the last moment. Birds fell out of the air because of the heat.

The fire stopped only when the King finally ordered people to destroy hundreds of buildings in the path of the fire. With nothing left to burn, the fire became weak and finally died out.

After the fire, Christopher Wren, the architect(建筑师), wanted a city with wider streets and fine new houses of stone. In fact, the streets are still narrow; but he did build more than fifiy churches, among them new St Paul's.

The fire caused great pain and loss, but after it London was a better place: a city for the future and not just of the past.
