简述社会问题的界定条件

①客观性的事实依据:社会问题具有客观意义,对社会问题的认识是以社会生活中存在着某种与社会发展不相协调的社会现象为客观依据。

②影响相当数量人的公共麻烦:共公问题往往是由社会的结构失调、行为规范失范和社会运行失控引起的。社会问题威胁或者触犯了社会中相当一部分人的利益,因而社会上大多数人对社会现象持否定态度,认为这种现象有问题。

③违背社会的主导价值原则:将某种社会现象或社会行为定义为社会问题,是因为社会上绝大多数的人认为这种现象或行为有悖于社会的主导价值和主导规范。社会问题在实际生活中常常表现为与社会规范的冲突。

④与人的道德抉择有关:社会有一种倾向,即当某一问题越是与人的行为选择中的道德价值有关,具有鲜明的道德意志抉择的特征,并且直接与众所公认的社会价值体系和社会规范体系所冲突、对立,就越是容易激起人们的道德情感,越易被视为社会问题
