明代中央机构的秘书人员虽然品秩不高,地位却比前代重要。如负责起草制诏的内阁学士,官位仅为五品,但是,明成祖却将他们与二品大员的各部尚书相提并论。有如六科给事中,仅为七品至九品的小官,但却有权封驳弹纠,监察督促由二品大员主管的六部。地方官衙门内的秘书人员地位也颇高,如县府内负责收发,处理公文的典史,如遇县丞,主薄不在时,规定由他们带领县丞,主薄的职务。
