2010年6月28日，江西省九江县新合镇涌塘村村民采取“两重两轮”票决制就修建通村组水泥路事项进行票决。2004年以来，江西省九江市在农村推行以村级重大党务、重要村务由党员大会和村民代表会议分别投票表决为内容的“两重两轮”投票制，探索基层民主的新形式。目前，村务和党务网上公开已在九江市农村全面推行，并逐步走上制度化规范化和经常化轨道。“通过开展村务、党务网上公开，使农村基层干部的行为更加规范，群众民主权利得到保障，党群干群关系也更加和谐。”九江市委组织部副部长叶平说。

结合材料，运用政治生活知识，简要谈谈“两重两轮”票决制对发展社会主义民主政治的意义。(20分)

In every cultivated language there are two great classes of words which, taken together, comprises the whole vocabulary. First, there are those words (1) which we become acquainted in daily conversation, which we (2) , that is to say, from the (3) of our own family and from our familiar associates, and (4) we should know and use (5) we could not read or write.
