为什么没有规定商业银行房地产贷款的最高比例限制?

《商业银行房地产贷款风险管理指引》在征求意见稿中曾要求商业银行房地产贷款余额不得超过其各项贷款总额的30%的比例,部分商业银行以及相关单位在反馈意见中表达了不同意见。银监会非常重视各家机构及中介组织、社会公众对拟公布法规的修改意见,对此条意见进行了再次调研,并详细听取了部分中外资银行的意见。我们最终认为房地产贷款的比例限制由各家商业银行在内控制度中规定更为妥当,以体现不同机构对此类贷款风险的态度和市场策略,并且允许市场上专门定位于此类市场的银行通过特殊的风险控制手段和补偿机制来管理风险,体现银监会提出的“管法人、管风险、管内控、提高透明度”的监管理念。

Rush hour traffic is a problem in many big cities around the world. Commuters(上下班者)rush to and from their jobs in cars, buses, subways, trains, and even on bicycles. Large cities in the United States have two rush hours—one in the morning and one in the evening. But in cities in other parts of the world, there are four rush hours.
