医院产权是指由不同主体投资所形成的,由医院所拥有的全部卫生资源的所有权、占有权、使用权、支配权以及受益权等构成的一组权力体系。随着我国医疗体制改革的不断深入,传统的医院制度、管理模式已不适应社会主义市场经济体制的要求,需要通过产权制度改革来创建产权明晰,责权明确,政院分开,管理科学的现代医院制度。但是,在医院产权制度改革中要注意:

一是要充分认识医院产权制度改革并不是否定卫生事业以公有制为主体,以国有医院为主导的地位,不是要使国有医院私有化。

二是医院产权制度改革不应导致国有资产的流失,要严格按照有关政策、规范,有效地实现公有卫生资源的保值、增值和更大的发展。

三是国有医院产权制度的改革,不是都要改为单一的营利制,而应根据医院的不同类型、不同的服务内容、不同的经营目标、不同的市场环境,采取不同的方式进行改革。
