(2)对提案答复应按统一格式行文,并加盖部门或办公厅(室)公章。复文直接寄送提案者,联名提案寄送第一提案人,并抄送全国政协办公厅。政府部门同时抄送国务院办公厅。

(3)办理工作要认真负责,积极主动,实事求是。凡是应该解决又有条件解决的,要集中力量及时落实;因条件所限暂时难以解决的,要列入规划,创造条件逐步落实;确实不可行的,要说明理由,解释清楚。
