噪声评价工作等级一般分为三级,划分的基本原则为:

(1)对于大、中型建设项目,属于规划区内的建设工程,或受噪声影响的范围内有适用于GB3096-93规定的0类标准及以上的需要特别安静的地区,以及对噪声有限制的保护区等噪声敏感目标;项目建设前后噪声级有显著增高(噪声级增高量达3~5dBA)或受噪声影响人口增加较多的情况,应按二级评价进行工作。

(2)对于新建、扩建及改建的、大中型建设项目,若其所在功能区属于适用于GB3096-93规定的1类、2类标准的地区,或项目建设前后噪声级有较明显增高(噪声级增高量达3~5dBA)或受噪声影响人口增加较多的情况,应按二级评价进行工作。

(3)对处在适用GB3096-93规定的3类标准及以上的地区(指允许的噪声标准值为65dBA.及以上的区域)的中型建设项目以及处在GB3096-93规定的1、2类标准地区的小型建设项目,或者大、中型建设项目建设前后噪声级增加很小(噪声级增高量在3dBA.以内)且受影响人口变化不大的情况,应按三级评价进行工作。

(4)对于处在非敏感区的小型建设项目,噪声评价只填写“环境影响报告表”中相关的内容。
