记者:部长先生您好,欢迎来到我们的节目,我们注意到自2005年人民币汇改至今,人民币累计升值幅度已超7﹪,这样的幅度是您理想中的水平吗?

鲍尔森:首先我的确承认人民币自2005年7月以来已经升值超过7﹪,但是我个人认为,如果人民币的升值再快一点的话会更有利于中国以及全世界的经济发展。如今没有证据证明人民币的升值给中国的经济带来了不利的影响。

记者:那您认为究竟什么样的汇率水平是合适的?

鲍尔森:我想对于我来说,对这个问题进行推测是没有任何帮助的,我想我要说的唯一一点是,如果人民币升值再快一些,我认为这会提高经济发展的质量,使经济发展呈现更为均衡的态势,也可以帮助那些相关经济部门,更有利地去利用监管政策对经济进行管理,更容易地控制通货膨胀问题,并且可以减少不稳定带来的风险。我真的想了解,究竟是什么阻碍了人民币的升值,有没有一些证据可以显示人民币的升值受到了阻碍,我觉得如果中国能够更快地使它的货币反映出经济发展的基本要素,这样会更好。

记者:请问这样的答案是来自美国政府还是来自您本人?

鲍尔森:美国政府包括我与之打过交道的其他所有国家都认为,应该让货币反映出由市场所驱动的市场价值是比较好的。实际上我还是很赞同你们现在在货币问题上所做的努力,我只是想说,如果人民币能更好地反映出其所在的市场,这是最符合中国的利益的,因为随着中国的经济变得越来越强大,越来越复杂,同时运用市场和行政手段去管理经济,会变得越来越困难。

在与记者的交流中,鲍尔森始终向记者传达了这样的一条信息,那就是人民币的升值不会给中国经济带来任何不利的因素。但现实情况是,有一些普通的中国企业,已经实实在在地受到了人民币升值所带来的影响。浙江义乌市华鸿控股集团董事长龚品忠说:“半年里面汇率升涨了多少?人民币升值了多少?很可能已经3个点去了,甚至4个点,这就等于100万美元的东西,你可能要损失三至四万美元。”

实际上记者调查发现,在浙江、江苏这样的出口大省,基本上所有的出口企业,都承受着人民币升值所带来压力。

那么,对于中国企业由于人民币升值所带来的这些现实困境,鲍尔森又会作何评价呢?

记者:正如您所说的,中国的确会在某些方面受益于汇改,但不可忽视的是,目前有大量的企业受到人民币升值的影响,中国出口型企业正面临着巨大的挑战,其中部分企业甚至面临着破产、倒闭的危险,您对此又作何评价呢?

鲍尔森:人民币确实是在升值,但我没有看到人民币的升值对中国的经济和出口商带来任何不利的影响,我认为如果货币能够更好地反映经济的基本要素,会带来更高质量的出口。人民币的升值已经带来一些好处了,但是如果说升值的速度能够加速的话,会更有利与中国和所有中国人民。

浙江义乌市贝克曼集团龚新翼说:“按照美元一年汇率上升3﹪来说的话,我们每年的出口有2亿5千万左右,这样算起来的话一年就要七八百万,如果我们不采取一定的措施去规避,那么企业很难承担得了。”

重庆力帆集团董事长尹明善说:“我们国家又出了一系列的政策,我认为最值得欣赏的政策就是,人民币汇率升值,不能一步到位,如果一下子升值20﹪,中国的企业真要倒下一大片……”

汇率改革、人民币升值所带来的生存压力,短期内还无法避免。相信有越来越多的中国企业,也会逐步顺应新的环境,自觉地从中国制造走向中国创造,寻找更广阔的生存空间。
