材料二  国内长期流行的一种观点认为,在当时雅典40多万人口中,只有4.2万人享有公民权,其中经常出席公民大会的人数只占公民总数的1/6左右,其余9/10的居民,包括11.5万奴隶、2.85万外邦人和占人口一半的妇女,都被剥夺了民主权利,据此,该观点认定雅典民主仅仅是奴隶主阶级的少数人民主,从而给予了否定和批判。很显然,这种以现代普选制民主为参照系的结论是有悖于历史主义原则的。从人类文明的发展历程看,民主本是一个逐步扩大的长期缓慢的过程,即使作为民主宪政先行国的英国,晚至1831年时也只有土地贵族和商业贵族才拥有选举权,人数仅占全国人口的4.4%。选民比率还不及古代雅典的一半。
