1998年,垃圾强制分类制度在台北市政府环保局的推动下在台北市首先开展试点。随后台湾行政院环保署采纳了台北市的政策,分两阶段向全岛逐步推广。2005年向条件较好的10个县市推广,于2008年向全台湾25个县市推广。湾将垃圾分为“资源垃圾”、“厨余”及“一般垃圾”3类,资源垃圾主要包括:废纸、废铝铁、废玻璃、废塑料、废干电池、日光灯管等。在公共场所和机构设置4种颜色的废物筒:蓝色收集废纸,红色收集废塑料,绿色收集玻璃瓶,黄色收集金属罐。

台湾资源回收取得的成绩,与资源回收回馈制度的良好运行密不可分。凡小区或居民自发组成的回收组织收集来的资源回收物,可用于与政府的“资源回收管理基金会”换取回馈金,提供给小区用于公共用途。学校、社福团体、公家清洁队、回收商等参与垃圾回收的团体和组织也都能得到相应的回馈。2008年,资源回收管理基金会支出的回馈金达47.8亿元台币。资源回收管理基金会的运作基金,来自生产33项强制回收产品业者每年缴纳的“回收清除处理费”,回馈机制促使这些可回收资源最终进入回收处理体系。目前列管的包括饮料铝罐、塑料包材、报刊纸类、玻璃瓶罐、电子产品、废光盘、废太阳能电池在内的33项强制回收产品的回收率已达到80%以上。

Here are the kinds of things people say when they invite someone to their homes: “Would you like to come over for dinner this Saturday night?” “Hey, we’re having a party on Friday. Can you come?”
