用人制度的“奢侈”与浪费
河北省科学院近些年在体制改革、调整职工岗位时接连出现正教授看大门、副研究员和在职研究生坐传达室发报纸的情况。对此,院方领导人认为这是改革中的阵痛,而当事人却直喊冤,认为是院方对他们不公正,是用人上的“人治”因素在作怪,是人才浪费。
把改革后出现的不合理、不公正、不客观的结局,说成是改革的阵痛,以此来消减人们心存的不满意,这是一些人喜欢用的招数。因为,让教授看门,让研究生发报纸,肯定是无法让人们理解的,于是冠以改革的名义,人们接受起来自然就容易些。至于是不是造成了人才的浪费、人才资源配置的不合理,这些人就管不了那么多了。
这种借“阵痛”来敷衍公众,本身就是对阵痛的曲解。因为阵痛中蕴藏着对新生命的期待。改革开放搞了20多年了,一些地方科研体制改革还处于这样的阶段,显然是科研体制未能跟上国家整体发展的步伐。这些地方的科研体制改革搞到今天,还在改革初期竞争上岗之类的试验阶段中兜圈子,还在以浪费人才资源作为代价,笔者看不出有什么希望,几乎可以说是人才要“胎死腹中”。
有些人可能要说,教授看大门又何妨再说,刘志明教授是自愿到下属单位搞经营的,如果当时经营成功了,他恐怕不会再回到单位搞科研业务,既然他对自己的前程做了重新定位和选择,他就应该为自己的选择承担风险,不能在经营失败之后才想到重新回单位。因为单位没有义务为他奉上“双保险”。毕竟该科学院1992年搞了第一轮人事制度改革,通过定编定岗、竞争上岗,人员“一个萝卜一个坑”。如果教授可以随意去留,这就会影响到人事改革公平公正的实施,影响到规章制度的执行,造成新的不公平、不公正。
此话有一定的道理,问题在于,对于我们这样一个“初级阶段”的社会来说,让教授去看大门、在职研究生去发报纸,是不是有些过于“奢侈”
无论人事制度怎么改革,其目的都是要最大限度地调动人的积极性,让人才脱颖而出,因此改革与尊重人才并不矛盾。就我国的国情而言,人才也远没有,奢侈到看大门、发报纸的地步。科研体制改革如果不能保护人才,为人才成长创造好环境,或者促进人才合理流动,而让高级知识分子离开自己所从事的事业,去千粗活、简单的活,这样的改革就是荒唐的。
