改革开放以来,中国经济实现了飞速的发展,国家的经济实力不断增强,与经济发展相适应,政府应该为百姓提供更多更好的公共服务。随着公民民主法治意识的增强,公民在基本解决温饱问题后对公共服务的需求增加,随着发展过程中贫富差距的拉大,百姓期待更多地参与和分享改革成果等客观问题越来越突出。而现实生活中,一些政府部门客观上仍然存在着机构臃肿、人浮于事、职责不清等问题,门难进、脸难看、服务意识淡漠、服务能力低下等状况依然存在。要建设服务型政府,不仅政府行政管理体制改革急需深化,而且建设服务型政府的问责制度要紧紧跟上,使各级政府官员和公务员树立“有权必有责,用权受监督”的执政理念,把公共服务和社会管理放在更加重要的位置,努力为人民群众提供方便、快捷、优质、高效的公共服务。
我国从2003年非典期间实施官员问责以来,官员问责不断由中央层面辐射到地方层面。不仅是属于中央权限的部级干部被问责,而且还有国务院派往各地的调查组问责一些重大事故或事件中的地方和部门官员。总之,最初的官员问责是在中央层面促成的。但现在,越来越多的地方政府开始自觉而主动地在中央这一精神指导下,结合当地实际,制定出适用于当地的问责办法,问责制在实践中朝着制度化的方向发展。许多地方行政部门与执法单位针对相关问题纷纷推行“问责制”,并陆续出台了相应的规章制度,有关官员被问责的新闻也频频见诸报端。但作为“新生事物”,问责制目前还局限在政治经济生活中的一些大的领域,比如,重大事故、城市建设、招商引资等等,而对于诸如便民服务、公共设施、交通拥堵、噪音污染等事关老百姓衣食住行、吃喝拉撒等等民生层面却很少引入“问责制”。现实中,一些领导也热衷于办大事、习惯于大手笔,不屑于为群众的小事操心,普通百姓的喜怒哀乐、生活疾苦,摆不上案头、上不了心头-老百姓交费难只是“小菜一碟”,小区垃圾堆积如山“不屑一顾”,居民出行不便、交通拥堵“不值一提”……有的干部对群众的疾苦不仅不闻不问,甚至到了问题无法逃避的时候也不愿拍个板说句公道话,生怕得罪了某些部门。
其实“群众利益无小事”不仅仅是一句政治口号,不能仅仅挂在嘴上。跟老百姓切身利益相关的事情,决不能“抓大放小”,而应该“举轻若重”。发生大事故、大案件、大损失需要问责,对于“小事”中的“不作为”、“懒作为”、“乱作为”行为,同样也不能逃避和豁免其应承担的责任。这既是现代行政法的基本理念,也是打造服务型政府应当恪守的基本原则。
在建设服务型政府的同时,让问责制度紧紧跟上,让那些漠视群众利益的人自食其果,让那些习惯于“盛气凌人”的公务员感到压力,加强责任约束,才能造就一支群众满意的公务员队伍,进而推进政府公共服务和社会管理创新,促进服务型政府建设。
