随着城市化进程的加快，原有户籍管理制度已经成为农民市民化的严重阻碍，不利于市场经济的快速发展。早在1992年，国家就成立户籍制度改革文件起草小组。然而，10多年过去了，国内户籍改革总体进展依然缓慢。但今年以来，从高层表态，到国家层面政策制定，再到各地陆续出台破冰新政，中国户籍改革正蓄势待发，或将进入全面改革阶段。结合上述材料，运用发展的观点说明如何正确看待户籍制度改革。
