材料一：乾隆五十七年（公元1792年），英国使臣马戛尔尼向清廷呈递的外交文书中要求，允许英商到宁波、舟山和天津贸易；准许英商像以前俄商，在北京设立商馆；将舟山附近一处海岛割让给英国商人居住和收存货物；在广州附近划出一块地方，任英国人自由来往；英国商货自澳门运往广州者，享受免税或减税；确定船只关税条例，照例上税，不额外加征。乾隆帝在“敕谕”中答复，“天朝尺土，俱归版籍，疆地森然，即岛屿与沙洲，亦必划界分疆，各有专属”。又说“天朝物产丰盈，无所不有，原不藉外夷货物以通有无”，断然拒绝了英方要求。
