(三) 背景材料

某办公楼工程，地下一层，地上十二层，总建筑面积25800m²，建设单位与某施工总 承包单位签订了施工承包合同，按照合同约定，施工总承包单位将装饰装修工程分包给了符合资质条件的分包单位。

合同履行过程中，发生了下列事件：

事件一：基坑开挖完成后，经施工总承包单位申请，总监理工程师组织勘查，没让单位的项目负责人和施工总承包单位的相关人员惊醒验槽。首先，验收小组经检验确认了该基坑不存在空穴，古墓，古井，防空掩体及其他地下埋设物；其次，根据勘查单位项目负责人的建议，验收小组仅核对基坑的位置之后就结束了验槽工作。

事件二：有一批次框架结构用钢筋，施工总承包单位认为与上一批次已批准使用的是同一个厂家生产的，没有进行进场复验等质量验证工作，直接投入了使用。

事件三：监理工程师在现场巡查时，发现第八层框架填充墙砌至接近梁底时留下的适当空隙，间隔了48小时即用斜砖补砌挤紧。

事件四：总监理工程师在检查工程竣工验收条件时，确认施工总承包单位已经完成建设工程设计和合同约定的各项内容，有完整的技术档案与施工管理资料，以及勘查、设计、施工。

工程监理等参建单位分别签署的质量合格文件并符合要求，但还缺少部分竣工验收条件所规定的资料。在竣工验收时，建设单位要求施工总承包单位和装饰装修工程分包单位将各自的工程资料向项目监理机构移交，由项目监理机构汇总后向建设单位移交。

问题

事件三中，根据《砌体工程施工质量验收规范》（GB50203），指出此工程填充墙片每验收批的抽检数量，判断施工总承包单位的做法是否妥当？并说明理由。
