调度管辖单位的运行准则为:发电厂变电站(所)等运行值班单位,必须按其所属的调度管辖范围,服从有直接调度管辖权的调度机构的调度。在电网出现紧急情况时接到更高一级调度机构的调度指令,也必须执行,并且必须将执行情况分别报告发布指令的调度机构和直接管辖的调度机构的值班调度人员。

发电厂必须按照调度机构下达的调度计划(发电机有功功率、无功功率或者电压曲线,机炉开停方式等)和规定的电压变化范围运行,并根据调度指令开、停机、炉,调整功率和电压。不允许以任何借口拒绝或者拖延执行调度指令或者不执行调度指令。

变电所必须按照调度机构下达的调度计划(运行方式),根据规定或者调度指令调整(或者操作)电压(无功电压调节设备)。

属于调度管辖范围的任何设备,未获得相应调度机构值班调度员的指令,发电厂、变电站或者自行命令操作,但在出现紧急情况时上级调度机构值班调度员越级下令的或者对人身、设备以及电网安全有威胁的除外。

遇有危及人身、设备以及电网安全的情况时,发电厂、变电所的运行值班单位的值班人员应当按照有关规定处理,处理后应当立即报告有关调度机构的值班调度员。
