为什么说经济发展水平和技术进步对财政收入规模起决定作用?

财政收入规模大小和财政收入增长速度是由经济、政治、社会以及历史文化传统等多种因素综合决定的,但从根本上说,首先还是受经济条件的制约和影响。这经济发展水平反映一个国家的社会产品的丰富程度和经济效益的高低。经济发展水平高,社会产品就比较丰富而且其净值——国民生产总值就多,一般来说,则该国的财政收入总额较大,占国民生产总值的比重也较高。当然,一个国家的财政收入规模还受其他各种主客观因素的影响,但有一点是清楚的,就是经济发展水平对财政收入的影响表现为基础性的制约,两者之间存在源与流、根与叶的关系,源远则流长,根深则叶茂。
