材料二:迈进二十一世纪的第二个十年,国际力量对比逐步朝着相对均衡的方向转化,国际秩序的变革也在“提速”,中美关系以站在新的历史起点上。2011年下半年以来,美国大战旗鼓的表示要“重返”亚洲,推动战略重心东移,将“太平洋世纪”打造为“美国的世纪”, 并日益明显的将中国作为主要防范对象。对此,中方表示,中国坚持走和平发展道路,中国的发展对美国和其他国家来说是机遇而不是威胁。中美不是对手,而是合作伙伴,应增进战略互信,切实尊重彼此核心利益和重大关系,推动中美关系健康、持续、稳定发展。注:中国的核心利益包括:国家主权,国家安全,领土完整,国家统一,中国宪法确立的国家政治制度和社会大局稳定,经济社会可持续发展的基本保障等。

(1)①承认矛盾的普遍性和客观性。中美双方应正视经贸合作过程中出现的矛盾,全面分析并解决矛盾,推动双方关系发展。②创造必要条件,促进矛盾双方的转化。中美双方应相互尊重,求同存异,建立多种磋商、对话机制来化解分歧,促使中美关系朝积极的方向发展。③坚持具体问题具体分析。中美双方应针对不同时期出现的新矛盾,找到具体解决问题的新方法、新思路,深化双方合作。④坚持两点论和重点论的统一。中美双方合作发展是主流,分歧是支流,双方应从中美经贸关系的大局出发,增进共识、化解分歧,扩大务实合作。

(2)①当代国际竞争的实质是以经济和科技实力为基础的综合国力的较量。提高综合国力是维护我国核心利益的根本保障。②履行对外职能,在国际交往中切实保障主权统一、领土完整,维护国家的核心利益不受侵犯。③坚持独立自主和平外交政策。在国际事务中坚决捍卫国家的独立和主权,绝不屈服于任何外来压力,绝不允许别国以任何借口侵犯我国主权、干涉我国内政,坚定不移地走适合本国发展的道路。④积极倡导在和平共处五项原则的基础上建立国际政治经济新秩序,共同应对世界危机,防范和化解国际风险,维护自身安全。
