(3)答案一:生产发展。因为:生产力是人类社会发展的最终决定力量;只有以经济建设为中心,才能解决社会的主要矛盾,使人民过上富裕幸福的生活;才能为政治建设和文化建设打下物质基础,推进社会全面进步;才能从根本上巩固和发展社会主义制度。
