事件四:室内防水工程施工前,项目部编制了《防水工程施工方案》。其中规定质量验收的文件和记录有:设计图纸及会审记录、设计变更通知单和材料代用核定单;施工方法、技术措施、质量保证措施;施工操作要求及注意事项。监理工程师认为不妥。
