参考答案:答:在绩效管理系统设计以及实施运行过程中,企业必须遵循以下基本原则:  (1)公开与开放的原则  公开与开放的原则要求绩效管理系统必须建立在公开性、开放式的基础之上。开放式的绩效管理系统,首先,应体现在评价上的公开、公正、公平性,借此才能取得上下级的认同,使绩效管理得以推行;其次,评价标准必须是十分明确的,上下级之间可通过直接对活,面对面地沟通,进行绩效管理工作。  (2)反馈与修改的原则  反馈与修改的原则要求及时反馈绩效管理的结果,将正确的行为、方法、程序、步骤、计划、措施坚持下来,发扬光大,将不足之处加以纠正和弥补。在现代人力资源管理系统中,没有反馈的绩效管理系统将失去存在的意义,不能发挥员工的潜能,调动员工的积极性。  (3)定期化与制度化原则  绩效管理是一种连续性的管理过程,因而必须定期化、制度化。绩效管理既是对员工能力、工作绩效、工作态度的评价,也是对未来行为表现的一种预测。因此,只有程序化、制度化地进行绩效管理,才能真正了解员工的潜能,才能发现组织中的问题,从而有利于组织的有效管理。  (4)可靠性与有效性原则  可靠性又称信度,是指某项测量的一致性和稳定性。绩效管理的信度是指绩效管理方法保证收集到的人员能力、工作态度、工作行为、工作绩效等信息的稳定性和一致性,它强调不同评价者之间对同一个人或同一组人评价的结果应该大体一致。有效性又称效度,是指某项测量有效地反映其所测量内容的准确程度。绩效管理的效度是指测量员工的工作能力、态度、行为与成果的准确性程度。客观、准确、全面的评鉴员工的工作绩效有利于最大限度地调动员工的积极性、主动性和创造性。  (5)可行性与实用性原则  可行性是指任何一个绩效管理方案所需的时间、人力、物力、财力,要能够被使用者及其实施的客观环境和条件所允许。因此,在制定绩效管理方案时,应根据绩效管理目标和要求,合理地进行方案设计,并对绩效管理方案进行可行性分析。
