其含义是：一缔约方的产品输入到另一缔约方时，进口方不应直接间接地对该产品征收高于本国相同或类似产品的国内税和国内费用。国民待遇原则仅适用于进口国对进口产品采取的不合理的国内税和国内规章方面的措施。国民待遇原则不适用于边境措施（如海关估价，通关征税手续、进出口商品检验、许可证手续）。国民待遇原则也不适用于投资措施和产品出口。
