人类社会发展至今,无论是从自身的发展还是从对环境的改造方面来说都取得了巨大的成就。尤其是18世纪初的工业革命以来的快速发展,使世界各国的经济都获得了快速的发展。而今,人类已经进入了知识经济的时代。
然而,人类在改造自然满足自身需求的同时,也因为不合理地开发自然资源和大规模地污染环境而付出了巨大的代价,污染物的大量排放等给人类的生命和财产带来了严重的危害,这些都不能不引起人们的重视。
我国借鉴发达国家的经验教训,在指导思想上确定了“预防为主,防治结合”的原则,但由于传统观念、技术水平、产业结构和消费模式等因素的影响,我国经济建设过程中对环境的污染和生态的破坏仍然触目惊心。
环境保护与经济发展应是并驾齐驱的。没有经济发展,环境保护无法实施,因为环保需要大量的资金。而只顾经济发展,不注意环保,对人类来说只是一种自杀行为。今天我们对自然掠夺式的的索取,最终会导致资源枯竭,环境恶化严重,那么也就更谈不上经济发展,所以两者应共同存在。
近年来,针对我国环境恶化的现状,党中央提出了建设环境友好型社会的理念,党的十七大报告指出:“必须把建设资源节约型、环境友好型社会放在工业化、现代化发展战略的突出位置,落实到每个单位、每个家庭。”
要实现发展和保护并重,真正建成环境友好型社会,就需要从多方面努力。
在发展政策上要抓紧制定有利于环境保护的价格、财政、税收、金融、土地等方面的环境经济政策,促使鼓励发展的政策与鼓励保护环境的政策充分融合,在发展规划上,要进一步优化重化工工业的布局,调整产业结构,转变经济发展的方式。
必须实行最严格的环境保护制度。建立健全严格的法律法规、环境标准、训练有素的执法队伍和行之有效的执法手段。杜绝一切环境违法行为,对环境造成危害的个人或单位要责令其补偿环境损失,绝不允许少数人发财、人民群众受害、全社会买单的情况一再出现。
必须动员全社会的力量共同参与。广泛开展环境的宣传教育,多形式、多方位、多层面的宣传环境保护的知识、政策、法律和法律法规,弘扬环境文化,倡导生态文明,营造全社会关心、支持、参与环境保护的文化氛围;强化社会舆论的监督,公开环境质量和环境信息,环境管理或企业的环境行为;形成科技创新与科学决策的机制,带动环境保护体制机制的创新;健全公众参与的制度,发挥社会团体的作用;加强基层单位担任的环保工作,把环境保护作为社区建设的一项要求,引导和动员广大群众参与环境保护,督促每个公民在享受环境权益的同时,自觉地履行环境保护的法定义务。
在综合国际、国内经验的基础上,我们一定能探索出一条有中国特色的环保之路,在新的世纪解决我国经济发展与环境保护的矛盾,获得经济发展与环境保护的双赢,实现我国经济社会全面、协调、可持续地发展。

     Introductory Chemistry was taught at Duke University for many years by professor Bonk.

One year, two guys took the class and did pretty well on all the quizzes and mid-terms. They

each had a solid A. These two friends were so confident in going into the final that the weekend

before finals week, despite the Chemistry final being on Monday, they decided to go to the

University of Virginia to party with some friends.

     They had a great time there. However, with their hangovers (宿醉) and tiredness, they

overslept all day Sunday and didn't make it back to Duke until early Monday morning. Rather

than taking the final then, they found professor Bonk after the final and explained to him how

they missed the final. They told him they went up to the University of Virginia for the weekend

and had planned to come back in time to study, but they had a flat tire on the way back and

didn't have a spare. So they were late getting back to campus.

     Bonk thought this over and agreed that they could take the final the following day. The two

guys, happily and relieved, studied that night and went in the next day at the time that Bonk had

told them. He placed them in separate rooms and handed each of them a test booklet. He told

them to begin.

     They looked at the first problem which was something simple about solution (溶解). It was

worth 5 points. "Cool," they thought, "this is going to be an easy final". They then turned the page.
