近年来,越来越多的服务领域开始实施实名制。实名制是通过真实身份信息验证来分配服务资源的一种方式,它并不改变服务资源的供应量,在缓解供求矛盾中,算是一种需求侧管理。

在 基本公共服务领域,特别是服务资源相对稀缺的领域,实名制是一件“利器”。过去实行非实名制,有关部门打击“黄牛党”只能靠事后追溯,发现线索难、取证更 难。而实名制由于与真实身份相联系,既有利于防止“黄牛党”等“占位投机”,又遏制了一些利益群体的“暗箱操作”,在很大程度上提高了服务资源分配的公平 性与透明度。

然而,任何利器能否发挥最大效用,往往不在于其本身的锐利程度,更在于如何使用。实名制也是如此。作为一套复杂、动态的监管系统,实名制的各个步骤环环相扣,相互影响,好似做一道算术题。在这道算术题里,只有消费者的消费手续、服务者的服务流程、监管者的监管步骤都做加法,最终才能换来监管成果的乘数效应。如果执行与监管不到位,就算制度设计得再周详,也会形同虚设。

比 如,过去旅客买完票,患者挂了号,监管者的使命就完成了,而如今,监管才刚刚开始。拿火车票实名制来说,不仅涉及购票这一个环节,还连着取票、验票、退票 等诸多环节。监管者所增加的麻烦可想而知。然而,这些所谓的麻烦,恰恰是监管者无法避免、不能推卸的。实名制是追求分配公平的手段,不能为了实名而实名, 不能“社会呼吁了,制度建立了,也就完事了”。

另一方面,实名制的巨大投入也要求有关部门不能对监管漏洞置之不理。实名制是信息化新制度,无论是 为了保证公民信息安全,还是为了完善服务流程,相关部门已在硬件、软件的采购、维护、升级以及人员培训等方面,投入了巨额资金。如果监管者对目前存在的这 些漏洞熟视无睹,那么前期的投入都将化为乌有,实际上也是一种渎职。

亡羊补牢,犹未为晚。任何新制度的实施,都需要一段调试、适应期。对于这些符合公众利益的新制度在试水时的一些遗憾和漏洞,人们不妨多一些理解与宽容,而有关部门则应该多一些闻过则喜的胸怀、多一些改革时不我待的紧迫。
