2月1日，新华社授权播发的2009年中央一号文件再度锁定“三农”。《中 * * 国务院关于2009年促进农业稳定发展农民持续增收的若干意见》的一号文件指出：２００８年，我们战胜重大自然灾害，克服多种困难，农业生产再获丰收，粮食总产再创新高，农民收入较快增长，继续保持了良好的发展局面。当前，国际金融危机持续蔓延，世界经济明显减速，对我国农村经济的冲击不断显现。尤其在保持粮食稳定发展，稳定农产品价格水平，提升农产品质量和规避经营风险，保障农民工就业和保持农民收入较快增长等方面存在巨大压力。

文件要求２００９年我们要增强危机意识，充分估计困难，紧紧抓住机遇，坚持深入贯彻落实科学发展观，把保持农业农村经济平稳较快发展作为首要任务，围绕稳粮、增收、强基础、重民生，进一步强化惠农政策，增强科技支撑，加大投入力度，优化产业结构，推进改革创新，千方百计保证国家粮食安全和主要农产品有效供给，千方百计促进农民收入持续增长，为经济社会又好又快发展继续提供有力保障。
