材料一 自2001年广东省发生一系列“瘦肉精”中毒事件以来,“瘦肉精”引起了国家和全社会的高度关注,国家迅速采取一列措施并制定《兽药法》等有关的法律。2011年3月,央视再次报道在饲料非法添加“瘦肉精”。 针对央视3·15特别行动报道的“瘦肉精”猪肉事件,商务部督导组立即赴河南督察,国家工商总局、国家质检总局也相继发出紧急通知:严查瘦肉精,严防瘦肉精用于食品生产。同时,农业部等九部门联手启动为期一年的瘦肉精专项整治行动。对于此事给消费者带来的困扰,双汇集团深表歉意,并责令相关公司停产自查,积极配合政府职能部门,开展对此次事件所涉及的各个环节的全面检查,进一步强化对产业链上下游的控制力,确保食品安全。河南省对涉嫌失职、渎职的公职人员进行了免职、停职开除公职、刑事拘留等严肃处理。

(1)企业:商品是使用价值与价值的统一体,二者缺一不可,使用价值是价值的物质承担者。企业重视商品质量就是重视商品的使用价值。高质量的商品有利于企业提高信誉和形象,增强企业的市场竞争力,提高经济效益。

消费者:关心商品质量,是为了获得良好的使用价值,维护自身的合法权益。

国家:重视商品的质量,有利于消费者的身体健康,有利于提升国际声誉和形象,有利于国民经济健康发展。有利于形成良好的市场经济秩序;有利于社会和谐。

政府:诚实守信是现代市场经济正常运行必不可少的条件。要形成以道德为支撑、法律为保障的社会信用制度,这是规范此类事件的治本之策。为此,国家要切实加强信用建设,大力建立健全社会信用体系,尤其要加快建立信用监督和失信惩戒制度。

国家要加强宏观调控,主要是通过运用经济法规来打击各种经济违法犯罪行为。整顿市场经济秩序,完善市场经济体制。(2分)
