和谐——“贞观之治”的时代精神

“贞观之治”是中国历史上一段可歌可泣的黄金岁月,是古代政治走向清明、积极进取并取得辉煌成就的不朽象征。在“贞观之治”的诸多优良传统中,“和谐”显然是最为核心的内涵,它体现了“贞观之治”的本质属性,象征着“贞观之治”的时代精神。

“兼容并蓄,宽容海涵”。唐太宗李世民以博大的襟怀与气魄,在治国经武时做到虚怀若谷,宽容包纳。这表现为:在制定方针,实施政策时,能够不以一人之智为智,而以众人之智为智,将决策建立在集思广益的基础之上;在君主个人道德修养方面,能够容忍魏征等臣下的犯颜直谏,闻过则喜,在胜利面前保持比较清醒的头脑;在人才任用上,能够不别亲疏,唯才是举,甚至包容魏征、王珪、薛万彻等原先身为敌对营垒的贤能之士,让其拥有广阔的政治舞台发挥文韬武略;在民族关系处理上,能够摈弃狭隘的“夷夏之辨”畛域,打破“自古皆贵中华而贱夷狄”的怪圈,奉行“胡汉一家”、“爱之如一”的民族理念,甚至赦免宿敌颉利可汗的性命,从而最大程度上化解了长期以来因民族征伐而积聚的民族仇恨,将中 * * 的大融合推进到一个新的阶段。

“和而不同,因事设宜”。这一点,在“贞观之治”中也有鲜明的体现。如在用人上,既能不拘一格,又不求全责备,用其所长而避其所短,像名相房玄龄和杜如晦,一位善谋,一位能断,唐太宗使两人默契配合,优势互补,在历史上留下了一段脍炙人口的“房谋杜断”佳话。又如在边疆治理上,提倡“适天地之情”、“各适其性”,不改变边疆地区少数民族原有的生产方式、社会组织和生活习俗,这样大大缓和了民族矛盾,确保了边疆地区的稳定和安宁,造就了“九天阊阖开宫殿,万国衣冠拜冕旒”的盛大气象。

“文武并用,恩威互补”。考察“贞观之治”,我们能够发现,唐太宗君臣在治国思维的选择和管理艺术的运用上,很好体现了文武并用,刚柔相济的显著特点。如一方面,提倡法制,执法不避权贵;另一方面,注重教化,以温和的德治方式争取民心,“令上下同意”。一方面,勇于求谏,善于纳谏;另一方面,又敢于决断,雷厉风行。做到了“仁”与“礼”的有机统一,“德”与“刑”的相辅相成,张弛有章法,宽严有节度。又如在文化上,既推崇和确立儒学在思想文化领域的统治地位,“儒学之盛,古者未之有也”,彻底改变了“隋季以来,丧乱滋甚,周孔之教,阙而不修”的儒学式微局面;但同时又承认和鼓励佛教的传播和道教的发展,让儒、佛、道三家互为促进,互为弥补。再如,在对边疆少数民族的政策上,一方面用怀柔羁縻的方式进行安抚,保证边疆地区的和平安宁;另一方面又补充以必要的军事威慑甚至打击手段,以战止战,同样做到了文武之道,张弛互补。

“高者抑之,低者举之”。这是和谐社会的理想境界,也是构建和谐社会的终极目标。在这方面,“贞观之治”为后世封建社会树立了一个杰出的典范。首先是唐太宗践行“政者,正也”、“其身正,不令而从”的为君之道,带头提倡节俭,释放宫女,让利于民,“去奢省费,轻徭薄赋”,休养生息,奖励农耕,一定程度上避免了“朱门酒肉臭,路有冻死骨”之类悲剧的上演。其次是对皇亲国戚多有约束,防止他们为非作歹,平添社会的对立。同时,根据“明主治吏不治民”的原则,慎重选择地方官吏,整肃贪黩腐败,确保朝廷的安民方针与措施能够落到实处。其三是健全完善科举取士制度,让有才能的寒素之士能够进入官吏队伍,扩大统治基础,调整社会阶层的利益,达成相对的动态平衡。

《资治通鉴》“贞观四年”记载:“是岁,天下大稔,流散者咸归乡里,斗米不过三、四钱,终岁断死刑才二十九人。东至于海,南极五岭,皆外户不闭,行李不赍粮,取给于道路焉。”这中间虽不乏封建史家的某些粉饰之辞,但所概括的“贞观之治”的显著成就,还是基本可以信从的,堪称一代治世的形象写照。而在这煌煌治绩的背后,所蕴涵的正是追求和谐、实现和谐、维系和谐的治国理念与实践之时代精神,它作为“贞观之治”的核心内核,其价值、其意义乃是超越时空的,留给后人以永远的追慕与启迪!
