　　在今年两会上，全国政协委员、河北农业大学资源环境学院院长许皞在提案中表示：目前中国的退休人口(60岁及以上人口)与劳动年龄人口(15岁至59岁之间人口)的比例约为19：100，而到了2030年这个比例会攀升至40：100，到2050年则会高达64：100。届时100个劳动力要供养64个退休人口。这意味着20年后中国的青壮劳动力不仅要参与生产创造财富，还要分出相当比例的人员侍奉巨大数量的老人，届时青壮劳动力短缺将是一个很大的社会问题。按照现行的学制，国家人才培养的周期偏长，一个7岁入学的孩子，正常情况下，高中毕业19周岁，再读4年大学，等到毕业出来找工作时，年龄显得偏大。继续攻读的优秀人才，读完研究生、博士，差不多30岁了。如果到60岁退休，仅有30年的有效劳动时间。再加上适应社会和工作岗位的时间，有效工作时间会更短。因此建议建议将中小学阶段教育学制由12年缩短为9年，促进适龄劳动人口早日踏入社会。（摘自2012年3月9日《燕赵都市报》）
