【历史上重大改革回眸】阅读下列材料：

材料一 “百日维新”虽然失败了，但它毕竟触动了传统的中国政治体制，为现代国家的建立作出了有益的尝试。以后发生的历次革命运动，从现代化的进程看，都与戊戌变法有着历史的连续性。正因如此，史学界才有人把戊戌变法视作近代中国现代化进程的起点。——《历史争鸣·回顾戊戌》

材料二 康有为……不但没有时时提醒光绪帝注意争取太后的支持，反倒时时鼓励光绪帝学习俄国彼得大帝“乾纲独断”，这就远离了当时的政治现实。更为严重的是，……康有为、谭嗣同等维新派和光绪，从和平变法开始，却逐步走向武装 * * 之路，铤而走险，最后归于失败也就无可避免了。

材料三 百日维新期间，政令频出。其中政治方面主要有准许臣民上书言事，允许创办报纸，裁撤闲散衙门和冗员。军事改革措施包括裁撤绿营，精练陆军，改习洋操，实行征兵制，添设海军等。为此，光绪皇帝屡颁严旨，诏令各官署限期执行，否则严惩不贷。然而除湖南之外其他各省官员都对新政敷衍塞责，并不实行。——《戊戌变法的再探讨》

材料四 关于戊戌变法的研究，所依据的材料主要是运动过后不久出现的梁启超的《戊戌 * * 记》，和康有为后来的陈述如《康南海自编年谱》，由于作者就是当事者，所以很难作为信史。但这些作品都不同程度强化了康梁系话语，而来自清政府方面的解释几乎一直没有看到。
